Throughout his distinguished 31-year career, Tom held several key positions within the department, demonstrating exceptional leadership and unwavering dedication to justice. He rose through the ranks from Detective to Patrol Lieutenant and later Captain of the Training Division. His expertise and commitment to investigative work led to his appointment as Chief of Detectives in 2013 under then-Chief Bill Hall.

Tom was then promoted to Chief of Police under Mayor Art Pappas, leading the department through critical cases and key initiatives. One of the most significant moments of his career was the conviction for the 1993 murder of Mandy Steingasser—North Tonawanda’s most infamous cold case. Tom’s and NTPD’s relentless pursuit of justice and years of meticulous investigative work were instrumental in solving the case, bringing closure to the victim’s family and the community.
Beyond his leadership roles, Tom served on the SWAT Team, Accident Investigation Team, and the Niagara County Major Crime Task Force. He was also a dedicated executive board member of the North Tonawanda Police Benevolent Association, including eight years as Union President, where he negotiated six union contracts.

After an esteemed career, Tom retired as Chief of Police in 2022, leaving behind a legacy of service, integrity, and dedication to the people of North Tonawanda. Throughout his career, he received numerous awards and commendations, including NTPD Officer of the Year, the Erie-Niagara Exchange Club Recognition Award, an Official Commendation from the Niagara County District Attorney, and the NTPD Distinguished Service Award.
